In the news today U.S. authorities opened a criminal investigation  into  Citigroup  ( C ) following a $400 million fraud at the bank's Mexican division, The New York Times reported, based on unnamed sources. The  European Central Bank   meets today to discuss the future of the Euro Zone's monetary policy , and IMF Head Christine Lagarde wants more aggressive stimulus from the central bank.  (CNBC) Well-known  short-seller Jim Chanos  breaks down the ECB's decision and discusses China as guest host from 7 to 9 a.m. ET on CNBC's "Squawk Box." A  soldier shot and killed three people before turning the gun on himself  Wednesday at  Fort Hood in Texas . Sixteen people were wounded.
