Wall St. Drops as Oil Prices Fall Stock indexes tumbled worldwide, led by banking stocks in Europe and technology stocks on Wall Street. Benchmark 10-year Treasury yields hit their lowest mark in a year and the Dow Jones industrial average briefly dropped 400 points before rising near the end of trading. The losses continued what has been a dismal beginning of 2016 for the stock market, its worst start to a year on record.

Opposition fighters in Aleppo’s besieged east say they are counting on the military support of Arab states, which have announced they would send ground forces to Syria, to save them from defeat at the hands of Russian bombers and pro-Assad militias, whose gains continued on Monday.
With the war for the fate of the country now in a decisive phase, rebel groups say they cannot hold ground without similar weapons and manpower to those used by the Assad loyalists who continue to narrow a gap around the north of the city, as thousands more refugees make their way to the Turkish border.

On May 29, 2009, the FDIC Board of Directors approved a final rule making certain revisions to the interest rate restrictions applicable to less than well capitalized institutions under Part 337.6 of the FDIC Rules and Regulations. The final rule redefined the "national rate" as a simple average of rates paid by U.S. depository institutions as calculated by the FDIC. The South Korean navy has fired warning shots at a North Korean patrol boat, further heightening tensions already raised after Pyongyang’s launch of a long-range rocket over the weekend.
The defence ministry in Seoul said the North Korean vessel crossed the disputed Yellow Sea border just before 7am (2300 GMT Sunday). It “quickly retreated” at 7.15am after five warning shots were fired by a naval gun, a ministry official said.
