Summary:
On July 15, 2014, the FDIC approved the attached Notice of Proposed Rulemaking (NPR) that would revise the FDIC's risk-based deposit insurance assessment system to reflect changes in the regulatory capital rules that go into effect in 2015 and 2018. For deposit insurance assessment purposes, the NPR would (1) revise the ratios and ratio thresholds relating to capital evaluations, (2) revise the assessment base calculation for custodial banks, and (3) require that all highly complex institutions measure counterparty exposure for assessment purposes using the standardized approach in the regulatory capital rules. The NPR proposes two effective dates for item 1: January 1, 2015, and January 1, 2018. The NPR proposes an effective date of January 1, 2015, for items 2 and 3. Comments on the NPR are due 60 days following publication of the NPR in the Federal Register.
Statement of Applicability to Institutions Under $1 Billion in Total Assets: This Financial Institution Letter applies to FDIC-insured institutions as follows: Item 1 applies to all institutions including those institutions under $1 billion in total assets, item 2 applies to all custodial banks including those institutions under $1 billion in total assets, and item 3 does not apply to institutions under $1 billion in total assets.

The cigarette market is dominated by a few big players.
After Reynolds Buys Lorillard, Few Big Tobacco Deals Remain Once the deal is completed and several brands are divested to Imperial Tobacco, there will be few cigarette brands popular in the United States not owned by either company or the market leader, Altria.

Big Banks Set to Announce Second-Quarter Results Wall Street banks are reporting second-quarter results this week. Bank of America, often seen as a bellwether for consumer banking, reports on Wednesday.
Fed Chief to Appear Before House and Senate Panels Janet L. Yellen, the Federal Reserve chairwoman, will field questions from a Senate committee on Tuesday and a House committee on Wednesday. The formal purpose is the presentation of the Fed's biannual report on monetary policy, but questions about fiscal policy and financial regulation are likely, too.
Leadership Vote Is Expected for European Commission The European Parliament is expected to vote Tuesday on whether to confirm Jean-Claude Juncker of Luxembourg as the next president of the European Commission, the European Union's top agency. If Mr. Juncker wins a majority of votes, he will probably take office in November. On Wednesday, the leaders of the 28 member states were expected to meet over dinner in Brussels to discuss candidates for other prominent European Union jobs. Among the posts still to be decided is high representative for foreign affairs and security policy, and president of the European Council, the body that represents national leaders. The leaders may also discuss whether to make the presidency of the Eurogroup - a body of finance ministers overseeing the eurozone - a permanent position.
China Plans to Report G.D.P. and Other Economic Data China has scheduled the release of a long list of economic statistics for Wednesday, including second-quarter gross domestic product, which is expected to match the first quarter at 7.4 percent. The June figures for industrial production, fixed-asset investment, real estate investment and retail sales will also be released, and are likely to be similar to May's, as heavy lending from state-owned banks and more infrastructure investment have propped up industrial production even as the housing sector continues to deteriorate. On Friday, the June averages for housing prices in 70 cities will be released. They are expected to show continued month-on-month declines in many cities, but year-on-year increases in most.
G.M.'S Chief Will Testify Again On Defective Ignition Switch General Motors returns to Washington on Thursday for what is expected to be a pivotal hearing on its ignition-switch crisis before a Senate subcommittee. G.M.'s chief executive, Mary T. Barra, will testify for a fourth time before Congress since G.M. recalled millions of small cars in February tied to 13 deaths. She will be joined by G.M.'s chief lawyer, Michael Millikin, and Rodney O'Neal, chief of Delphi, G.M.'s switch supplier.
