As Europe Recovers, Bailouts Turn More Profitable

Greece re-entered the international financial markets today, selling $4 billion of bonds and coming as close to proving that there is life after death as anyone has since Lazarus. The breakup of the euro zone, which seemed so likely two years ago, is now receding into distant history.

If the goal of Europe's bailouts was preserving the Euro -- and frankly, the European Union with it -- the bailouts have to be seen as a big success. Less noticed is that, like some of the housing bailout in the U.S., the European program of buying up threatened government bonds has also been profitable.

Thanks to the turnaround in the European bond markets ( chart below, choose 'show images' in your email if you don't see it), European central banks have turned a big profit of the billions of euros worth of bonds they held. In 2012, the ECB earned 1.1 billion euros on its sovereign bond holdings, about half of that from Greek bonds. In 2013, it earned 962 million euros. Those numbers actually represent just a sliver of the profits from the bond-buying program. Most of the bonds were held by member state central banks, not the ECB; the Financial Times estimated the total 2012 gains from the crisis bond-buying program at $14 billion.Euro-Debt-Apr-2014There is a big caveat here: Earnings from Greek debt have generally been plowed right back into aid to Greece. Obviously it's a lot easier to make a profit on lending when you give borrowers the money to pay you back.
Still, the more general principle here is that when markets stabilize, the bonds that are plummet (whether U.S. mortgage debt or European sovereign bonds) during a crisis recover much of their value, and the central banks that bought them up reap the benefit. During the crisis, invariably the central bankers are criticized for spending taxpayer funds to buy up what's seen as worthless paper.
When the crisis ends that paper tends to be not so worthless after all. Much of the debate on bond bailouts focuses on the risks that taxpayers take on when central banks step in to buy massive amounts of bonds. It's worth remembering that there are rewards when the central bankers succeed in calming the markets -- in other words, doing their jobs.

The Federal Financial Institutions Examination Council (FFIEC) members expect financial institutions to incorporate patches on systems and services, applications, and appliances using OpenSSL and upgrade systems as soon as possible to address the vulnerability. Financial institutions should consider replacing private keys and X.509 encryption certificates after applying the patch for each service that uses OpenSSL and consider requiring users and administrators to change passwords after applying the patch. Financial institutions relying upon third-party service providers should ensure those providers are aware of the vulnerability and are taking appropriate mitigation action.

The Federal Financial Institutions Examination Council (FFIEC) members are issuing statements to notify financial institutions of the risks associated with cyber-attacks on Automated Teller Machine (ATM) and card authorization systems and the continued distributed denial of service (DDoS) attacks on public-facing websites.
