The war in Ukraine: Minsk matters
More than 9,500 people have died in the two years since the first deal to end the crisis in Ukraine was signed. The conflict is still festering. Yesterday separatist leaders in the east announced a unilateral ceasefire. Such calm is just the first step in a 13-point plan to end the war, known as the Minsk agreements. But the deal is riddled with loose language. In private, few officials believe it can be fully implemented, writes our Russia correspondent
 
 
 
The Philippines under Duterte: Fast and loose
The alarming volatility of Rodrigo Duterte, who has been president of the Philippines since late June, is threatening the country’s economic success. In his short time in office, Mr Duterte has—among other things—presided over almost 3,000 extra-judicial killings, insulted Barack Obama and ruined a businessman whom he regarded as unduly influential.
